European Parliament asks for an EU law on psychosocial risks at work

Parliament asked the Commission to propose an EU law, after first carrying out an impact assessment. It is a request, not a law.

What to do

  1. Nothing new yet. Your existing duty to assess all risks, including psychosocial ones, already applies.
  2. We will tell you if the Commission proposes a law.

What changes

  • On 6 October 2026, the European Parliament adopted a legislative own-initiative resolution, by 413 votes to 210 with 29 abstentions, asking the Commission to propose EU legislation on psychosocial risks, stress and mental health at work, after an impact assessment that also reviews existing laws.
  • Under the Treaty, Parliament can ask the Commission to propose a law but cannot propose one itself. The Commission has three months to reply, and if it does not propose a law, it must explain why.
  • Employers already have to assess all risks to workers' safety and health, including psychosocial risks, under the Framework Directive 89/391/EEC.

Who it affects

No one yet. If the Commission proposes a law, the proposal will set out who it covers.

Key dates

  1. Parliament adopts its request
